The Harbor Village Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended, and established on June 24, 2021 by the Charlotte County Florida, Board of County Commissioners, Ordinance No. 2021-023 as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.
The Harbor Village CDD encompasses an area of approximately 408.39 acres within Charlotte County, Florida. The land within the District is generally located east of Gasparilla Road 771, south of Cattle Dock Point Road, north of Holiday Lake and a residential neighborhood, and west of a Charlotte County waterway canal.
The Harbor Village CDD is also authorized to exercise powers to finance, fund, plan, establish, acquire, construct, reconstruct, enlarge or extend, equip, operate, and maintain systems and facilities for parks and facilities for indoor and outdoor recreational, cultural, and educational uses, and for security, all as authorized and described by Sections 190.012(2)(a) and 2(d), Florida Statutes (2020).
A Community Development District (CDD) provides the 'solution' to Florida's need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. CDDs represent a major advancement in Florida's effort to manage its growth effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community's facilities.
